This is because the owner of shariah is Allah the creator of the universe.
Technically shari'ah means to start,to begin, a water hole.islamically shariah means the total sum of islamic law which were revealed to the prophet muhammad,and which are recorded in the quran as well as deducible from the prophet's divinely guided life style (sunnah).
The message of all prophet are one,but the generations are different in nature,capability,way of reasoning ,power.
Fiqh is true understading of what is intended. Technically it is the science of deducing islamic law from evidence found in the sources of islamic laws which are(quran,sunnah, jamaatul-ula malan and qiyas).,
