The question was;-
If a Fatwah was passed on an issue, can the same Fatwah be used if the same issue occurs ten years later?
Answer:-
As a Mujtahid, the same Fatwah can not be used without a rigorous Ijtihad on that issue. This is because the situation and the environment at which it firstly happened differs after ten years. Also the Level of Civilization when the issue firstly occurred define how the Fatwah was passed, which implies that the level of Civilization after ten years would define how it would be passed. Allah knows best!
